No. Front wheels almost always have tie rods — every rack-and-pinion or recirculating-ball steering system uses them to turn the front wheels. What's on the rear axle depends entirely on your suspension design, and that's where the confusion usually starts.
Four rear-axle scenarios

The term confusion worth clearing up
If a shop tells you that you need "rear tie rods," on most vehicles they almost certainly mean the toe link on an independent rear suspension — a part that adjusts rear toe angle, not one that steers the wheel. It's a fair colloquial shorthand (both parts are threaded rods with ball joints that set an angle), but it's not the same system as front-wheel steering. True rear steering tie rods — the kind that actually turn the rear wheels — are rare enough that if your vehicle has them, you'd generally already know it's a four-wheel-steering model.
If you're not sure which of the four scenarios above applies to your vehicle, that's worth confirming before you buy a part — "rear tie rod" isn't a specific enough part description to shop from.
